It's a factor in the SE algo, mainly the Google algo, that helps Google to deliver more relevant results.
Google themes a website by looking at keyword in the text of pages that link to any particular website.
So, for example, I could take a high PR construction-related website, and put the words "webmaster forum" in the page titles and all over the site, but it still would not rank high for a search for "webmaster", because the theme tells Google it's a construction related website, and not a webmaster related site.
